The global objective of this Call for Proposals is to support small-scale and innovative actions by non-state actors (NSA) to enhance local authority (LA) capacity in realising the MDGs and fighting poverty; to increase their focus on pro-poor service delivery; as well as to enhance NSA capacity to participate effectively in policy dialogue and decision-making processes for sustainable development.
The Thematic Programme “Non-State Actors and Local Authorities in Development” is an ‘actor-oriented’. Programme aimed at capacity building through support to ‘own’ initiatives from non-state actors (NSA) originating from the EU and partner countries. The overarching objective of the programme is poverty reduction in the context of sustainable development, including pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets.Regulation (EC) n° 1905/20065 of the European Parliament and of the Council (OJ L 378, 27 December 2006), establishing a financing instrument for development cooperation (DCI), and more specifically its article 14, constitute the legal basis for this thematic programme.
