Proposals are invited to implement EITI (Extractive Industries Transparency Initiative) to complete the first round of reporting and reconciliation, with publication schedule for late 2012 or early 2013.
Civil Society has played an important role in the emergence of the EITI in Indonesia. Publish What You Pay (PWYP) Indonesia, a CSO coalition which was established in November 2007, has endorsed and actively engaged with EITI since the beginning of the process. After the passage of the Presidential Regulation on EITI, PWYP elected three NGO representatives to join the Implementation Team of EITI Indonesia, a Multi-Stakeholder Working Group that consists of government, companies and civil society. Consistent with that effort, PWYP Indonesia and civil society more broadly aims to play a more significant and progressive role within EITI Indonesia.
CSOs aim to make EITI Reports are more meaningful in terms of how they present possible leakages of revenue flows in the oil, gas and mineral sector, and advocate more advanced levels of inquiry. CSOs can also use the momentum created by the publication of EITI Reports to endorse the report’s policy recommendations on revenue management mechanisms, as part of improving extractive industries governance.
Action research may include, but not be limited to-
- Collecting data on all material EL(Extractive industries) production units within a given region, province, or distric.
- Taking information, on revenue and production reported in EITI Indonesia Report, and cross checking it with other official govt data, such as from the ministry of Finance, the Ministry of ESDM, the BPK, the KPK, as well as reports by publicly listed firms.
- Working to assist district and provincial agencies in understanding the content of the first EITI Indonesian report, and using the findings of the report to improve relevant regulations, possibly through the mechanism of participatory budgeting.
- Creation of communication products.
How to apply?
- A total of five grants are available, with one grant to be awarded to a single grantee in each of the following five region- Sumatra, kalimanthan, Sulawesi, Java-Bali-Nusa Tenggara, and Maluku-Papua. No individual grant will exceed USD 15000
- The primary, but not only, criteria for a fundable proposals will be a clear and convencing presentation of how proposed outputs will be achieved.
- Grant proposals must be well written in English, and submitted in New Times Roman 12 points font. Proposals that are not well written will be sent back for revision.
- Grant proposals will be limited to four pages in length, and include the following info-
- Identity of applicant- Name of the organization, main areas of work, address, contact person, phone no., email address
- Duration and dates of work, activities, proposed outputs
- How outputs would be monitored.
- How the proposed outputs would contribute to the outcomes of-
- creation of mechanism of accountability
- increased CSO capacity to engage in the contribute to the EITI process.
- How outcomes would be measured or registered.
