UNODC is currently inviting proposals from interested organization for implementation of Integrated HIV Prevention and Drug Dependence Treatment Program in five provinces of Indonesia that include DKI Jakarta, West Java, Central Java, East Java, and Bali. UNODC is starting this project in support of the Indonesian national response to HIV and AIDS. The overall objective of this program is to integrate HIV prevention into evidence-based drug dependence treatment services in Indonesia.

Not exceeding US$11,000 per proposal
Eligibility Criteria
Organizations eligible to receive funding must meet the following criteria:
- The organization must be a non-profit, non-government organization which is legally registered in the country. Applications will only be accepted from non-government organizations (NGOs) however the applicant may lead a consortium which includes government services.
- The organization must provide details of their drug dependence treatment programme and a plan to expand HIV related prevention, treatment and care interventions as part of their programme
- The organization must demonstrate capacity to work with other organizations
- The organization must provide evidence that staff have completed the integrated drug dependence treatment and HIV prevention training programme provided by the project.
- Demonstrate that their drug dependence treatment programme is evidence-based and effective
- The organization must have commitment to a human rights based approach to drug dependence treatment
- The organization must demonstrate sufficient operational and professional capacities;
- The organization must demonstrate sufficient financial capacities.
- Small groups of two to four organizations may submit a combined proposal however there should be one lead organization to whom the funds will be awarded. NGOs can submit application on behalf of a consortium (more than 2 organizations and maximum of 4), but the NGO will be the primary focal point and will be financially responsible for the delivery of the proposed activities.
- Organizations that have submitted proposals must be recommended by KPAP on receipt of a letter of recommendation KPAP.
Selection Criteria
The following basic principles have been identified within promising practices responding to integrated drug dependence treatment and HIV prevention. Applicants are encouraged to reflect these in applications wherever possible:
- An ethical, human rights-based approach
- Partnership with other stakeholders
- Project design with the potential replication
- Sustainability
- Support of additional funding sources.
- Innovative approaches are especially welcome.
Geographic Priorities
Applications will only be accepted from the five provinces where the project is operating namely DKI Jakarta, West Java, Central Java, East Java, and Bali. Funds will initially be divided equally between those five provinces.
