Twinning Call for Proposals are invited on the topic, “Twinning project strengthening the Capacity of the Ministry of Social Development of the Hashemite Kingdom of Jordan to Promote and Protect the Rights of Vulnerable Families, Women and Children JO12ENPAPSO18”.
The major objective of the project is to strengthen the institutional capacity of the Ministry of Social Development (MoSD) to better fulfill its mandate through a review of its capacities in planning, policy-making and monitoring, the enhancement of its dialogue with civil society, the strengthening of service provision to vulnerable families, women and children and the reinforcement of the skills of its staff through training and capacity building.

Eligibility Criteria:
Only Public Administrations and Mandated bodies as per Twinning Manual of European Union MS may apply through European Union MSs’ National Contact Points.
Award criteria:
Selection of the MS organization will be based on an evaluation of several qualitative aspects including but not limited to the proposed methodology, the experience of the proposed Resident Twinning Advisor (RTA) and the Project Leader (PL), the experience of the organization in co-operation projects, and the MS presentation. Award criteria are described in Annex C6 of the Twinning Manual 2012: Administrative compliance and Eligibility grid and Annex C8 of the Twinning Manual 2012: Evaluation Grid Twinning Selections under ENPI.
Twinning proposal and details to be provided:
Twinning proposals must be submitted to the EU Member States National Contact Points for Twinning following the instructions of the Twinning Manual 2012 which must be strictly observed (including the use of the template).
National Contact Points for Twinning will then select one Twinning proposal and submit it to the Contracting Authority within the deadline for applications. For each application, one copy should be sent by the email address of the National Contact Point.
