The European Instrument For Democracy And Human Rights (EIDHR) Strategy Paper 2011-2013 has identified for its Objective No. 2 “Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation” the country-based support schemes (CBSS) for project facilities to be managed directly through call for proposals by the Delegations of the European Union.
Under this strategy the EIDHR will be operating at national, regional and international level, supporting actions in third countries and also Member State if relevant to needs in third countries. The European Union recognizes grassroots organizations as key actors in fostering social capital and democratic development in their societies. This programme is therefore designed to deepen support for local civil society initiatives and back their contribution to a participatory democracy as well as to strengthen the cooperation between the European Union and the NGOs and to support capacity building of civil society organizations. The Delegation of European Union in Lao PDR has already launched related Calls for Proposals in 2006, 2007, 2008 and 2009 and has selected so far twelve projects for funding.
OBJECTIVES
1) To strengthen the role and capacity of civil society organisations, particularly emerging Lao civil society organisations;
2) To enhance the participation, representation and legal empowerment of the Lao population, and particularly its marginalised and vulnerable groups;
3) To promote the civil society organization’s activities at grass-root level.
Financial Allocation
The overall indicative amount made available under this Call for Proposals is EUR 900 000. The Contracting Authority reserves the right not to award all available funds and to reallocate the remaining funds to another Call under the EIDHR instrument. Equally, this amount could be increased should more funds become available.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
– minimum amount: EUR 100 000
– maximum amount: EUR 300 000
