European Commission has issued a restricted call seeking concept notes at first stage for projects that would help in promoting an inclusive and empowered society in Lebanon. This call for proposals has been issued under the broader ‘Non-State Actors And Local Authorities in Development’ program of the EC. This call for proposals aims to encourage and support actions of Non-State Actors and Local Authorities in Development in Lebanon.

Specific Objectives
Supporting actions submitted by Local Authorities or Associations of Local Authorities (Municipalities and/or Unions of Municipalities) which aim at promoting an inclusive and empowered society in Lebanon.
Program Priorities
Priorities will be given to:
- Actions which fall traditionally under the mandate, statutory responsibilities, competence and expertise of the municipalities and/or unions of municipalities, such as territorial planning, land use, urban strategic planning, risk prevention, local finance, tourism, culture, environment protection and other public social services. Particular attention will be paid to actions providing innovative service delivery and service delivery in difficult/out of reach environments, as well as actions aiming at fighting urban poverty.
- Actions exploring synergies between the municipalities and/or Unions of municipalities and Non State Actors and aiming at building the capacity of local authorities and enabling people and their community organizations to interact with their local governments, including actions aiming at developing and strengthening networks between the municipalities and/or Unions of municipalities and other local actors, such as local NGOs, local companies, foundations, trade unions, universities, hospitals, commercial and farmers associations, youth, women, migrant, sport associations, etc.
- Actions aiming at strengthening the capacity of the municipalities and/or unions of municipalities in terms of planning, financial management, procurement, project design and supervision; action aiming at increasing efficiency in services delivering; actions aiming at supporting local authorities to play a more active role in the context of a decentralisation agenda; actions aiming at increasing role and recognition of the municipalities and/or Union of municipalities in regional development, in the public investment programme and in policy making and implementation of sectoral policies.
Actions must take place in Lebanon.
Grants Size
The overall indicative amount made available under this Call for Proposals is EUR 700,000.00 (EUR seven hundred thousand), to be financed on budget line 21 03 01 “Non State Actors in development” for grants to actions implemented by Local Authorities (municipalities and/or unions of municipalities).
Note
This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form. Further to the evaluation of the Full Applications, an eligibility check will be performed for those which are provisionally selected.
