European Instrument for Democracy and Human Rights (EIDHR) is desired to invite proposals for Strengthening the role of civil society in promoting human rights and democratic reform in Lebanon. The purpose of this program is to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the Community’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the EU’s foreign policy as a whole.
Objectives-
- Pursue common agendas for human rights and democratic reform
- Build towards consensus on disputed or controversial areas of policy
- Enhance political representation and participation
- Enhance the inclusiveness and pluralism of civil society
- Support activities aimed at promoting the issues covered by EU guidelines on Human Rights
Thematic areas-
- Protection of vulnerable groups
- Right for fair trials
- Human rights education, supporting human rights defenders
- Support to encourage the Lebanese authorities to fully fulfil their commitments in the field of human rights in the context of the European Neighbourhood Policy and the UN instruments
The overall indicative amount made available under this Call for Proposals is € 1.200.000. The initial planned duration of an action may not be lower than 12 months nor exceed 24 months.
Eligibility & Criteria-
- be legal persons
- be non profit making
- belong to one of the following categories-
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and international level
- public sector non-profit agencies, institutions and organisations and networks at local, national, regional and international level
- international and regional inter-governmental organisations as defined by Article 43 of the Rules of Applications to the EU Financial Regulation.
- be established in5 a Member State of the European Union or an accession or official candidate country as recognised by the European Community or of a Member State of the European Economic Area or legal persons who are established in a developing country, as specified by the Development Assistance Committee of the Organization for Economic Cooperation and Development
- be established in Lebanon in case at least one the co-applicant(s) is/are not established in Lebanon.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
