Funding opportunity is offered for Support to Civil Society Organizations – AFKAR III Program under Europe Aid. This program is also supported by Ministry of State for Administrative Reform (OMSAR). The mission of this program is to provide the necessary capacity building and support to the civil society and the public administration in their efforts to improve the human rights conditions in Lebanon. AFKAR III will be also addressing socio-economic rights within the wider framework of universal human rights.

The overall indicative amount made available under this Call for Proposals is € 2,500,000. The initial planned duration of an action may not be lower than 18 months nor exceed 24 months. The maximum duration will be conditioned to the signature of the addendum of Financing Agreement ENPI/2009/020-489
Eligibility & Criteria-
- be legal persons
- be non-profit-making
- be a non -governmental organization or a network of non-governmental registered at, or having submitted its request to the Ministry of Interior and Municipalities
- A civil institution registered at the civil company registrar (court of first Instance) as non-profit institution. However, in case of a multi-beneficiary grant, an International Organisation cannot be the applicant
- be established in a Member State of the European Union or in a country that it is beneficiary of the ENPI Regulation- Regulation (EC) No 1638/2006 of 24 October 2006-, a country that is a beneficiary of an Instrument for Pre-Accession Assistance set up by Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) or a member State of the European Economic Area
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
