Proposals are accepted for Support to Legal Aid in Lebanon under EuropeAid. The goal of this program is to support Lebanon’s effort in strengthening access to justice.
Thematic Areas-
- Enhance institutional capacity building to help the Bar Associations and the Ministry of Justice design and implement policies and actions in line with international and European principles of legal aid and Lebanon’s objectives and provisions with regard to legal aid
- Improve the overall performance of legal aid delivery in Lebanon, providing assistance to the two Bar Associations (Beirut and Tripoli) to reinvigorate legal aid including the set up of a pilot programme of a legal aid clinics within the two Bar Associations and specific clinics inside detention centres and prisons to help to reduce pre-trial detention
- Support to enhance access to justice in marginalised areas of Lebanon and institutionalise and facilitate the provision of legal aid
- Support effective and coordinated actions of the Civil Society Organisations and universities for the provision of legal aid
- Promote capacity building and transfer of EU knowledge through policy discussion between Lebanese and European policy-makers regarding the role of legal aid in improving equal access to justice for citizens
The overall indicative amount made available under this Call for Proposals is €1.000.000.The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility & Criteria-
- be legal persons
- be non-profit-making
- be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Rules of Applications to the EU Financial Regulation and
- be established in a Member State of the European Union or of a country that is a beneficiary of Regulation (EC) No 1638/2006 of the European Parliament and of the Council of 24 October 2006 laying down general provisions establishing a European Neighborhood and Partnership Instrument (ENPI), a country that is a beneficiary of an Instrument for Pre-accession Assistance set up by Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) or a Member State of the European Economic Area .
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The applicant or at least one co-applicant must have at least 3 years of experience in providing legal aid in collaboration with Bar Associations providing the type of support referred in the priorities of this call for proposals defined under point
