European Union Delegation to Liberia has issued an open call seeking proposals from eligible candidates for projects to assist the civil society in Liberia in promoting human rights and democratic reforms in the country. This call for proposals also aims to encourage the civil society in developing better cohesion in working on political pluralism and democratic political participation in Liberia.
Global Objective of this Call for Proposals
To assist civil society in developing greater cohesion in working on human rights (political, civil, economic, social and cultural), political pluralism and democratic political participation and representation.
Specific Objective of this Call for Proposals
To support national civil society organisations and national institutions to become effective in:
- promoting Human Rights and Democratic reforms;
- supporting the peaceful conciliation of group interests;
- enhancing political representation and participation.
In order to achieve these objectives, support will be given to organisations or groups of natural persons with or without legal personality.
While the global and specific objectives remain the same, the available amount is divided in two lots:
Lot 1 – Small scale actions promoting Human Rights and Democracy in Liberia. Lot 1 supports small scale actions carried out by national organisations or groups on natural persons with or without legal personality.
Lot 2 – Actions promoting Human Rights and Democracy in Liberia. Lot 2 supports larger scale actions, which might have comparatively bigger impact, carried out by national and/or international organisations or groups on natural persons with or without legal personality.
Sectors/ Themes
- Strengthening the capacity of different actors at national level (i.e. National institutions, civil society organisations, policy makers, media oriented NGOs) in promoting and protecting Human Rights & Democracy in Liberia.
- Supporting the peaceful conciliation of group interests and prevention of conflict by seeking to bridge societal divides and bringing together stakeholders to share experience and analyse common problems.
- Enhancing political participation and representation of underrepresented groups.
The proposals must cover one or more of the proposed sectors. The component encompassing the strengthening of the local organisations/institutions should always be addressed.
Types of Action
Projects should be self-contained operations indicating a coherent set of activities with clearly defined operational objectives, target groups and planned, tangibles outcomes, within a limited timeframe. Activities should be designed to meet the specific needs of the target groups identified by the project. Only activities that fall under the three sectors are eligible for funding under this Call for Proposal.
Fund Allocation
The overall indicative amount made available under this Call for Proposals is EUR 597,000. The Contracting Authority reserves the right not to award all available funds.
Note
This is an open Call for Proposals, where all documents are submitted at one stage. However, in the first instance, only the Concept Notes will be evaluated. Thereafter, for the applicants whose Concept Notes have been pre-selected, evaluation of the full proposal will be carried out.
