The Improved Forest Management for Sustainable Livelihoods Programme (IFMSLP) phase II is a Government of Malawi programme implemented by Department of Forestry.
This programme offers financial support from the European Union under a grant financing agreement. Implementation of the programme follows direct decentralized operation principles as enshrined in the 10th European Development Fund (EDF) guidelines and procedures.
IFMSLP phase II builds on the achievements of IFMSLP phase I and supports the implementation of the National Forest Policy and the Forest Act by supporting the strategies and actions highlighted in the National Forest Programme. The previous IFMSLP Phase I achieved notable success in the areas of organization of rural communities; development of Participatory Forest Management Plans and forest management agreements; improvement of capacities of rural communities to sustainably harvest and sell forest products from customary land and forest reserves.
The Programme is operational in the following 12 Districts of the Country as Chitipa (Mughese and Wilindi Forest Reserves), Karonga (Vinthukutu and South Karonga Forest Reserves), Rumphi (Uzumara Forest Reserve and Phwezi Valley), Mzimba (Mtangatanga and Perekezi Forest Reserves), Kasungu (Chawa Proposed Forest Reserve), Ntchisi (Ntchisi Forest Reserve), Dedza (Mua-Livulezi), Ntcheu (Dzonzi-Mvai), Machinga (Malosa and Machinga Forest Reserve), Chikhwawa (Masenjere Escarpment) and Nsanje (Matandwe Forest Reserve).
The major objective of IFMSLP Phase II is to contribute to the reduction of poverty and the conservation of forests in Malawi and the programme purpose is “To improve the livelihoods of forest dependent communities through the participatory management of forests both in forest reserves and on customary land by implementation of the National Forestry Programme”.
The global objective of this Call for Proposal is to contribute to the reduction of poverty and the conservation of forests in Malawi. The specific objective of this Call for Proposals is to engage non state actors in the realization of the three of the five IFMSLP results.
The programme invites innovative approaches to improving forest management and livelihoods. However all activities, should be in line with the National Standards and Guidelines for Participatory Forestry in Malawi. The actions will be limited to the following 12 Districts: Chitipa (Mughese and Wilindi Forest Reserves), Karonga (Vinthukutu and South Karonga Forest Reserves), Rumphi (Uzumara Forest Reserve and Phwezi Valley), Mzimba (Mtangatanga and Perekezi Forest Reserves), Kasungu (Chawa Proposed Forest Reserve), Ntchisi (Ntchisi Forest Reserve), Dedza (Mua -Livulezi), Ntcheu (Dzonzi -Mvai), Machinga (Malosa and Machinga Forest Reserves), Chikhwawa (Masenjere Escarpment) and Nsanje (Matandwe Forest Reserve).
This result seeks to secure long-term equitable access by the rural poor to forests and forest resources through improved participatory management of ‘common’ forest resources on customary land and the shared management of state forest reserves and protected forest areas through co-management arrangements. Under this result area preference will be given to proposals that empower forest dependent communities, strengthening their rights and capabilities to take control, and provide choices for improving their livelihood strategies based on the sustainable supply of forest goods through improved management of forest areas.
