Request for Proposals are invited for Tobacco Use Prevention and Control Program. The major objective of this Request for Proposals (RFP) is to secure multiple contracts for tobacco use prevention and control initiatives in New Mexico.
“Tobacco Use” means the harmful and addictive use of tobacco (e.g., cigarettes, cigars, smokeless tobacco products, etc.) outside of beneficial traditional, sacred or ceremonial purposes.
TUPAC Program Goals for New Mexico are as follows:
- Prevent Tobacco Use Initiation Among Youth
- Promote Quitting Among Adults and Youth Who Use Tobacco
- Eliminate Exposure to Secondhand Smoke
- Identify and Eliminate Tobacco-Related Disparities Among Population Groups
Contracts will be funded to provide statewide coordinated network services to address tobacco-related health disparities among six TUPAC-identified priority populations.
The six Priority Populations include:
- African Americans
- Asian/Pacific Islanders
- Lesbian, Gay, Bisexual, Transgender, Two-Spirit, Queer, Questioning and Intersex
- (LGBTQI) individuals
- Native American/American Indians
- People with Disabilities
- Spanish-Speaking Immigrants
Only one contract for each of the six Priority Population Networks will be funded, for a total of six contracts.
The awarding of contracts will be contingent upon sufficient funding availability as determined by the Director of the DIVISION. The Program anticipates that $450,000.00 will be available for contracts under this RFP, based on the Department’s current funding levels. Awards may be up to $75,000.00.
Priority Population Networks funded under this RFP will:
- Maintain active statewide tobacco prevention and control network of engaged members by conducting regular Network meetings and implementing other effective forms of communication
- Engage in a practice of advisement with the TUPAC program and its contractors
Awardees of a contract will maximize the reach, involvement, and mobilization of members from within a TUPAC-identified Priority Population by developing a statewide network to work toward the elimination of tobacco-related disparities experienced by members of that population.
