These actions were intended to make a direct and lasting contribution to improving the living conditions and development prospects of the disadvantaged and marginalised in developing countries. As of 1992 the Decentralised Cooperation thematic programme was added as another privileged channel of cooperation with non-state actors and decentralised authorities. The new thematic programme “Non-State Actors (NSA) and Local Authorities (LA) in Development”, introduced in 2007, should be seen as the successor of the above-mentioned two thematic programmes. Regulation (EC) n° 1905/20061 of the European Parliament and of the Council (OJ L 378, 27 December 2006), establishing a financing instrument for development cooperation (DCI), and more specifically its article 14, constitute the legal basis for this new thematic programme.This call for proposals falls under the Objective 1a of the NSA-LA Programme: In Country interventions.
NSAs in Myanmar have demonstrated to be able to contribute positively to the country’s development, but they need encouragement and support. The Non State Actors in development (NSA) in Country Intervention for Myanmar is entirely devoted to the strengthening of the capacities of National NSA in Myanmar to enable them to contribute effectively and sustainably to the development of the country.
The overarching objective of the NSA/LA programme is to support operations aiming at promoting an inclusive and empowered society in Myanmar in order to (i) benefit populations out of reach of mainstream services and resources and excluded from policy making processes; (ii) strengthen the capacity of civil society organisation in Myanmar, with a view to facilitating their participation defining and implementing poverty reduction and sustainable development strategies; and (iii) facilitate interaction between NSAs and LAs in different context.
Eligibility-
- be legal persons and,
- be non profit making and,
- be directly responsible for the preparation and management of the action with their partners,
- not acting as an intermediary and
- be Non-State Actors from a Member State of the European Union or from Myanmar
- be officially registered as NSA in accordance with the legislation in force in their respective country. NSA from a Member State of the European Union must have been registered for at least three years at the deadline for submission of the Concept Note. NSA from Myanmar must have been registered for at least two years at the deadline for the submission of the Concept Note.
- Applicants from a Member State of the European Union must act in partnership with non state actors or local authorities in Myanmar.
