The Plan Pakistan is currently accepting proposals for its Midterm Evaluation of Scaling up Pats in Punjab Project. Plan’s Improving Rights to Health and Health Services program aims to support increasing coverage and quality of government interventions to marginalized communities in health, water, environment and sanitation (WES) sectors. The overall objective of the Country Program is “Children and youth realize their rights to the highest attainable standard of physical and mental health and, to sustainable and affordable potable drinking water and sanitation services”.
The goal of this project is to improve the health and well-being, and reduce vulnerability to WASH related disease, for rural communities in four districts in Punjab.

Programme Objectives
Overall objectives for the project are:
- District Government authorities, in 4 districts deliver effective and sustainable WASH services to households and schools.
- Households and school students in 4 districts regularly practice improved WASH behaviours, particularly hand washing with soap and safe water treatment and storage
- Households and schools in 4 districts have increased access to sustainable sanitation and WASH facilities
Timeline and Indicative Budget
The anticipated time is estimated at 03 August 2015 to 23 Sep 2015 (52 days) and the budget allocated for this study is up to 2.2million Pak Rupees.
Eligibility Criteria
- The consultant (s) should have in-depth knowledge of WASH sector and understanding of PATS approach. Having proven experience of conducting evaluation of WASH related projects by using both qualitative and quantitative research methods at country level.
- The proposed team for this evaluation must have experience of conducting analysis by using Positive deviant or discovery inquiries and behaviour trials;
- The proposed team should have experience of participatory, inclusive and gender sensitive review while conducting evaluation among school children and communities in rural settings;
- Consultant (s) should have strong knowledge and experience in environmental health services, specifically water, sanitation and hygiene promotion components both in the community and school settings.
- Excellent writing skills in English.
