UNDP invites proposals for the Paralegal and Alternative Dispute Resolution under Rule of Law in Malakand Programme.
The objective of this proposal is to contribute to the provision of fair and effective services through ADR mechanisms in accordance with the Constitution and Human Rights standards.
This proposed scheme should be based on the following characteristics:
- Based on best practices of paralegal networks and ADR;
- Contribute in improving access to justice for vulnerable groups in the Malakand division through establishing a Paralegal Network.
- Is effective in engaging Jirgas to adopt Human Rights Standards and constitutional guarantees in Pakistan ;
- Manages costs effectively and is ensure sustainable;
- Complements efforts to maintain and improve the effective operation of the justice system, especially the court system;
- Is consistent with the Principles of Natural Justice and Human Rights;
- Is based on objectives of Fairness, Efficiency, Effectiveness, and Quality (FEEQ)
- Provides value for money;
- Is simple and low-cost to administer and implement;
- Addresses historical perspective and socio- cultural norms ;
- Covers gender perspective in all interventions;
Eligibility-
- A duly registered Civil Society Organization (CSO) with the mandate to work in the whole of Pakistan.
- Minimum five years of demonstrated extensive field level implementation experience in the development sector of Pakistan, particularly in areas covered under ‘Scope of Work’ and ‘Key Deliverables’ explained above.
- Demonstrated field level implementation experience of working in crisis situation particularly in conflict-ridden areas including Malakand.
- Possess a team of experts on the subject matter and should possess technical knowledge and experience in the field of Judiciary, Islamic Laws, Legal Aid, Paralegal and Sharia under Constitution of Pakistan..
- Familiarity with the national and international best practices in relation to Paralegal Networks, Musalihat Jirga’s, and Musalihat Committees in post conflict settings.
- Have stable and sufficient financial resources to ensure the continuity of the organization throughout the Programme life.
- Demonstrated experience of managing development Programmes and budgets successfully and being able to provide UNDP with all required supporting documentation in a timely manner.
- Have strong management – supported by experienced and qualified technical experts in the related fields.
- Previous experience of partnering with UNDP is preferred.
