EC has issued a restricted call for proposals providing financial support to Strengthen the role of civil society in promoting human rights and democratic reform program in The Occupied Palestinian Territory under the European Instrument for Democracy and Human Rights (EIDHR) Country-Based Support Scheme (CBSS) 2011.
Financial Allocation
The overall indicative amount made available under this call for proposals is EUR 1,500,000 from the 2011 budget and the balance of EUR 40,000 from 2010 budget
Global Objectives
The global general objectives of this financing instrument are to contribute to the development and consolidation of democracy and the rule of law, and of respect for all human rights and fundamental freedoms, within the framework of the Community’s policy on development cooperation, and economic, financial and technical cooperation with third countries, consistent with the EU’s foreign policy as a whole.
Specific Objectives
- Initiatives to promote rule of law, good governance, to monitor and raise awareness on the performance of public institutions
- Advancing the rights of vulnerable groups including rights of women, children, persons with disabilities and older people
- Strengthening freedom of association: in particular the free formation of professional association, trade unions and raising of public awareness about the role of this freedom in the democratic process.
- Strengthening freedom of expression including freedom of the media and access to the internet, fostering independent press and broadcasting, the abolishment of censorship, improving media professionalism and promoting adequate revision of communication/media legislations
Priority Activities
- Considering and promoting partnerships and networks to strengthen common approaches and agendas
- Aiming at reaching out to marginalised communities and grass-root organisations ensuring their involvement in the design and implementation of the action.
- Specific attention and priority is also given to actions and activities in the Gaza Strip, Area C, northern and southern districts of the West Bank including marginalized communities in Hebron, Nablus, Tulkarem, Jenin and Qalqilia districts and East Jerusalem.
- Protection of the social, economic and cultural rights (in particular rights to health, education and water) of vulnerable groups such as the poor, women, children persons with disabilities and older people are also valued
