The European Commission call for proposals under the thematic programme of “Non-State Actors and Local Authorities in Development” is aimed at poverty reduction in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets.
It is an “actor-oriented” programme aimed at strengthening the capacity of civil society organisations and local authorities as a pre-condition for a more equitable, open and democratic society through support to their own initiatives.
In the Philippines, the purpose of this call for proposals is to support Non-State Actors (NSA) and Local Authorities (LA) in improving delivery of basic services to the poorest and most marginalised groups as well as contributing to NSA empowerment through participatory local governance processes.
