Proposals are invited for support to the improvement of the living conditions of forced migrants and closure of collective centers in Serbia under Europe Aid. The purpose of this program is to offer adequate living conditions and integration of forced migrants who choose to stay in Serbia while supporting the sustainable return of those wishing to return to Kosovo.
The overall indicative amount made available under this Call for Proposals is EUR 14,200,000. The planned duration of an action may not be lower than 12 months nor exceed 24 months.
Eligibility & Criteria-
In order to be eligible for a grant, the applicant must be-
- For LOT 1-
- be legal persons
- be non profit making
- be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation
- be established in a Member State of the European Union or in an accession or official candidate country as recognized by the European Union, a Member State of the European Economic Area, or any other eligible country as defined by Article 19 of the IPA Regulation (Council Regulation (EC) No 1085/2006). This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- For Lot 2-
- have the status of Local Government Unit/City Municipality in Serbia in accordance with the Law on Territorial Organization
- have an adopted Local Action Plan that foresees activities in line with National Strategy for Resolving Problems of Refugees and Internally Displaced Persons for period from 2011 to 2014, especially in the field of employment, housing and social inclusion, (evidence should be submitted),
- demonstrate that they have clear plan for implementation of the grant and to prove sustainability of action. Local Councils for migration management, and
- have IDPs or refugees or returnees under Readmission Agreement resident within its jurisdiction
- have Local Councils for migration management established (evidence should be submitted)
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
