Proposals are invited for European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Schemes (CBSS) which ) are designed to support small-scale and innovative actions by civil society organisations in the field of human rights and democracy.
Proposals objective is to stimulate, support and facilitate the implementation of recommendations formulated in the framework of the United Nations Human Rights Council Universal Periodic Review exercise for Sierra Leone.
The overall indicative amount made available under this Call for Proposals is EUR 300,000. The Contracting Authority reserves the right not to award all available funds. Subject to the final decision of the budgetary Authority, an additional amount of EUR 600,000 may be allocated to this call for proposals from the 2013 budget. The final amount will be decided by the European Commission in the EIDHR 2013 Annual Action Programme.
Eligibility–
- be legal persons or an entity without legal personality
- be non profit making
- belong to one of the following categories as defined per article 10 of the EIDHR Regulation–
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and international level;
- public sector non-profit agencies, institutions and organisations and networks at local, national, regional, and international level;
- national, regional and international parliamentary bodies, when this is necessary to achieve the objectives of this instrument and unless the proposed measure can be financed under a related Community external assistance instrument
- international or regional inter-governmental organisations, as defined by Article 43 of the Implementing Rules of the Financial Regulation
- natural persons when this is necessary to achieve the objectives of this Regulation
- be nationals of Sierra Leone or of a Member State of the European Economic Area (EEA) , or an accession or official candidate country as recognised by the EU, and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and
- be able to demonstrate that they have regularly carried out activities in the field of human rights and democracy at least during the last two years at the time of submission of an application.
