The United States Government, as represented by the United States Agency for International Development in Southern Africa (USAID/Southern Africa) is seeking applications from qualified local Non-Governmental Organizations (NGO) for a five year program to increase services for survivors of sexual assault in South Africa.
Program Objectives
The two key objectives of this project are: 1) to increase public awareness of the services provided by Thuthuzela Care Centers (TCC); and 2) expand/improve the services of TCCs.
The Recipient will be responsible for ensuring achievement of the program objectives.
Objective 1: Public Awareness
The TCC program was piloted by the NPA/SOCA in 1999 in Cape Town. From 1999 until 2006, there were only 10 TCCs nationwide. USAID is committed to the establishment of 30 new TCCs. The Danish International Development Agency (DANIDA) is supporting the establishment of 12 new TCCs. With these investments, the number of TCCs has grown to 52 in all nine provinces. A national public awareness campaign about the services provided at the TCCs has never been conducted.
To build on USAID’s investments in the TCC model, a five year program is proposed to increase awareness of the services provided in all 52 TCCs. A nationwide public awareness campaign will seek to accomplish the following:
- Inform communities surrounding the TCCs of the services provided and how to access them.
- Assist the TCCs in making sure all hospital staff and local actors are aware of the services provided at the TCCs and where the TCC is located at the hospital complex.
- As part of public awareness of TCC services, coordinating this information with other awareness raising campaigns that may be occurring regarding anti-gender based violence;
- Working with USG PEPFAR funded implementers (particularly those working on GBV prevention) regarding the integration of information about the TCCs into all prevention literature and anti-GBV campaigns;
- Making sure information on the TCCs is included in information provided to children on the subject of reporting sexual assault; and
- As part of this public awareness campaign, programming must be culturally sensitive and seek to decrease stigmatization of reporting cases and seeking treatment at the TCCs or any other anti-GBV provider.
Objective 2: Expanding/Improving Services Of TCCs
Expanding the services of TCCs includes these primary activities:
- Establishing new TCCs.
- Providing grants to NGOs for after-hours care, PEPFAR related services and other assistance at existing TCCs and in TCC catchment areas.
- Multidisciplinary training at TCCs/TCC catchment areas.
- Increasing child witness services/support.
- Support for sexual offences courts.
- Support for interventions to enhance the Case Manager role at the TCCs and to engage with justice system actors on the prosecution and adjudication of sexual assault cases.
- Conducting an assessment of sexual assault case withdrawals.
