Office of the United Nations High Commissioner for Human Rights seeks Applications for the Mandate of Independent Expert on the Situation of Human Rights in Sudan

 

Office of the United Nations High Commissioner for Human Rights, under the guidance of Human Rights Council (HRC), is currently inviting applications for the special mandate of independent expert on the situation of human rights in Sudan. The HRC is dedicated towards promotion and protection of human rights and fundamental freedoms as stated in the Charter of the United Nations, the Universal Declaration of Human Rights, the International Covenants on Human Rights and other applicable international human rights instruments. The founding principles of the Council are objectivity, non-selectivity and the elimination of double standards and politicization.

General Criteria

The following general criteria will be of paramount importance while nominating, selecting and appointing mandate-holders:

  •  expertise
  • experience in the field of the mandate
  •  independence
  •  impartiality
  • personal integrity
  • objectivity

Due consideration should be given to gender balance and equitable geographic representation, as well as to an appropriate representation of different legal systems. Eligible candidates are highly qualified individuals who possess established competence, relevant expertise and extensive professional experience in the field of human rights.

Technical and Objective Requirements

  •  Qualifications: relevant educational qualifications or equivalent professional experience in the field of human rights; good communication skills in one of the official languages of the United Nations.
  •  Relevant expertise: knowledge of international human rights instruments, norms and principles; as well as knowledge of institutional mandates related to the United Nations or other international or regional organizations’ work in the area of human rights; proven work experience in the field of human rights.
  •  Established Competence: nationally, regionally or internationally recognized competence related to human rights.
  • Flexibility/readiness and availability of time to perform effectively the functions of the mandate and to respond to its requirements, including attending Human Rights Council sessions.

Nominations

The following entities may nominate candidates:

  •  Governments,
  • Regional Groups operating within the United Nations human rights system,
  •  international organizations or their offices,
  •  non-governmental organizations,
  •  other human rights bodies,
  •  individual nominations.

National human rights institutions in compliance with the Paris Principles may also nominate candidates.

Last date for submitting the applications is January 23, 2012.
