Proposals are invited for Increasing School Attendance Rates Especially for Girls (IAREFG) in Turkey, Grant Scheme aims with a view to developing female human resources and increased their access to labour market. More specifically, this Grant Scheme will contribute to enhancing investment in human capital by increasing the quality of education, improving the linkage between education and the labour market and raising attendance rates at all levels of education, especially for girls.
The objective of this Call for Proposals is to increase attendance rates particularly for girls in secondary education and VET by increasing the quality of education environment. It is expected to bring the students who are out of the education system back to education concerning especially girls by increasing the awareness of parents on the importance of education, especially for girls through this Grant Scheme.
Objective of this grant scheme are as follows-
- To enhance investment in human capital by increasing the quality of education, improving the linkage between education and the labour market, and raising attendance rates at all levels of education, especially for girls.
- To increase attendance rates particularly for girls especially in secondary education and VET,
- To increase the quality of education environment especially for girls,
- To bring students who are out of the education system back to education concerning especially girls,
- To promote guidance services with respect to VET especially for girls,
- To promote awareness-raising for parents on the importance of education, especially for girls.
The main target groups of this Call for Proposals are:
- Students, particularly girls who have dropped out of education,
- Students, particularly girls at the age of secondary education, who cannot access education due to cultural, social or other obstacles,
- Teachers, especially those providing psychological and vocational guidance to students,
- Educational and administrative staff of boarding schools (YİBOs),
- Members of relevant social partners who deal with the education particularly for the girls
- Parents of children, especially girls who are not willing to send their children to school and/or cannot afford it.
Eligibility & Criteria-
- be legal persons and
- be non-profit making and
- be specific types of organisations such as-
- Education and/or training institutions (such as primary, lower secondary and secondary schools, vocational high schools and technical schools, higher vocational schools (MYO), faculties, continuous education centres (SEM) and universities, Guidance and Research Centres affiliated to MoNE, public education/training centres, boarding schools (YİBOs)
- Non-governmental organisations (NGOs) in the relevant areas (such as chambers of commerce and/or industry, chambers of tradesman and craftsmen, business support organizations, education unions, public servants’ unions/confederations, employer unions/confederations, employee unions/confederations, organized industrial zones (OSB) and SME representative organizations (i.e. professional/vocational associations and/or foundations, non-profit making cooperatives ) or
- Local authorities (municipalities , special provincial administrations, associations of local authorities and regional development agencies)
- International (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation and
- be established in a Member State of the European Union or in a country that is a beneficiary of the Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) except Turkey, or in a country that is a beneficiary of the European Neighbourhood and Partnership Instrument, or in a Member State of the European Economic Area. (This obligation does not apply to international organizations)
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
Imp. note for NGOs-
Please note that in order for NGOs to be eligible to apply under this grant scheme, they must be operating in at least one of the related areas: women/girls empowerment and/or capacity building in this area, increasing employability, entrepreneurship, education, vocational education and training, development of basic skills, promoting key competencies. NGOs must be able to demonstrate in their statutes or articles of association that they are directly involved in one of the aforementioned thematic areas.
How to apply?
- Prior registration in PADOR for this Call for Proposals is not obligatory. Information in PADOR will not be drawn upon in the present Call.
- Applicants must apply in English or Turkish.
- Any error or major discrepancy related to the points listed in the instructions on the Concept Note may lead to the rejection of the Concept Note.
- Clarifications will only be requested when information provided is unclear, thus preventing the Contracting Authority from conducting an objective assessment.
- Hand-written Concept Notes will not be accepted.
- Please note that only the Concept Note form will be evaluated. It is therefore of utmost importance that this document contain ALL relevant information concerning the action. No additional annexes should be sent.
