Delegation of European Union to the Republic of Uganda has issued an open call for proposals aimed at promoting human rights and supporting the peaceful conciliation of group interests in that country as a part of the European Instrument for Democracy and Human Rights (EIDHR).
Objectives
The global objective of this Call for Proposals is to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the EU’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the EU’s foreign policy as a whole.
The specific objective of this call for proposal is to contribute to the promotion of human rights and the facilitation of peaceful reconciliation of group’s interests in Uganda.
Financial Allocation
The overall indicative amount made available under this Call for Proposals is EUR 299,522. The Contracting Authority reserves the right not to award all available funds.
Priority issues for this Call for Proposals
1. Pursuit of common agendas for human rights activities to promote women’s and children’s rights, and empowerment of other under privileged groups including persons with disability.
2. Initiatives to enhance the inclusiveness and facilitating peace reconciliation of group interests in the local communities
Results expected:
Improved observation of human rights and peaceful co-existence in the local communities of the target operational area
Selection Criteria
The selection criteria are intended to help evaluate the applicants’ financial and operational capacity to ensure that they:
– have stable and sufficient sources of finance to maintain their activity throughout the period during which the action is being carried out and, where appropriate, to participate in its funding;
– have the management capacity, professional competencies and qualifications required to successfully complete the proposed action. This also applies to any partners of the applicant.

We are setting up a pilot inclusive community school and social enterprise project in eastern Uganda, Budaka District that supports and empowers Deaf and disabled children, adults and families from the local area as well as vulnerable youth. We plan to set up the vocational training workshops to teach a skills-based curriculum e.g. brick laying and building, welding, construction techniques etc. Students will also establish enterprise and business skills through school based business projects including fish farming, chicken rearing, vegetable growing that support the running costs of the project and cover fees vulnerable and poor students who would otherwise not afford any formal further education.
The inclusive community school aims to teach mainstream children alongside deaf and disabled children and train local deaf and disabled adults as learning mentors/teachers/interpreters/guides to become one of the first inclusive schools in Africa that empowers people and children with disabilites.
We would be very grateful to recieve any information about funding for helping with the initial set up costs, as we aim to be self sustainable within 3-5 years. If you could get back to us with how to apply and if our project meets your criteria, it would be greatly appreciated.
We are setting up as a local NGO in Uganda working with local community and government services but are also linking with a partner organsiation in the UK to help develop our self sustainable school business model.

I am the executive Director of CIVOTE-International, a Ugandan based, but universally oriented non state actor, (NSA)working to reconcile political actors in Uganda and other parts of the developing world. Multi-party politics is still a new concept to the developing world.
CIVOTE-International was formed as response to the divisiveness which characterized the recent elections in Uganda and the current post-elections animosity.
I am a university teacher and politician and hope to use my political experience and the youth in the universities and other tertiary institutions of higher learning to influence their immediate family and communities around them to appreciate divergent political views and differences of opinion thereby fostering conciliation.
