USAID/Zimbabwe has announced a request inviting expressions of interest from local organizations for the program entitled “Support to the Zimbabwe Ministry of Health and Child Welfare’s Program for the Prevention of Mother to Child Transmission (PMTCT) of HIV.”
USAID expects to engage local partners who have the capacity and capability to provide high quality technical and other assistance to the Ministry of Health and Child Welfare regarding this program. USAID has not yet decided whether to limit competition to local or regional groups; all options, including doing an unrestricted competition, are still possible.
Purpose
The President’s Emergency Plan for AIDS Relief (PEPFAR) program, through USAID/ Zimbabwe is planning to release a request for applications for a follow on program that is designed to continue to strengthen the PMTCT of HIV services in Zimbabwe. The overarching goal of the follow on activity is to expand upon the solid foundation established by the current PMTCT implementing partner consortium and to continue to strengthen the alignment between program implementation and Ministry of Health and Child Welfare (MOHCW) priorities.
Duration and anticipated funding level
The follow on program duration will be five years and the total expected funding level throughout the life of implementation is expected to be approximately $60 million. USAID may consider making multiple awards for this activity.
Geographic Location and Focus Areas
The successful applicant will be expected to support the national level as well as all levels of the health care delivery system in the country (health center, district, provincial, tertiary). The geographic coverage for this follow on program is expected to be nationwide with the areas of focus being the following:
– Strengthen provision of clinical services for comprehensive PMTCT.
– Strengthen pediatric ART services.
– Conduct operations research to inform evidence based policies and program strategies.
– Strengthen continuum of support for mother, infant and family.
Special eligibility requirements
Organizations that wish to express their interest should satisfy the following requirements:
1. Be a local Organization, defined as follows as an organization that:
– is organized under the laws of Zimbabwe;
– has its principal place of business in Zimbabwe;
– is not less than 51 percent legally and beneficially owned by one or more resident citizens of Zimbabwe or be managed by a governing body, the majority of whom are citizens or lawful permanent residents of Zimbabwe; and
– is not controlled by a foreign entity or by one or more individuals who are not resident citizens of Zimbabwe.
2. Type of organization: Non-governmental, Public Voluntary, Civil society, local trusts, faith based, university etc
3. Have technical expertise and experience in the design, implementation and management of prevention of mother to child transmission (PMTCT) specific activities. Organizations that currently have ongoing PMTCT activities should state their geographic location and briefly show how they can scale up to achieve nationwide coverage.
4. Demonstrate knowledge of the Zimbabwe health system.
5. Demonstrate sound financial management including evidence of having received and/or managed other donor funds. Organizations should show capacity to manage $5 – 10 million/year.
