The My Community is seeking applications for Community Ownership and Management of Assets (COMA) programme 2015/16. COMA will support a minimum of 50 Partnership Areas in England to develop joint strategies and action plans for ambitious multiple community asset ownership and management projects and/or complex/ground-breaking single asset transfer projects that will produce novel and replicable learning for other places.
Pre-feasibility grants will only be open to organisations in the 50 Partnership Areas receiving direct support under the COMA programme. The budget available for pre-feasibility grants is £500,000. The maximum grant funding for a single organisation should not exceed £10,000.
COMA is being delivered for DCLG by Locality in association with the Local Government Association, the National Association of Local Councils, Community Matters, Plunkett Foundation, CAN, Ubele, Voice4Change, Civic Voice, Shared Assets, Oxford Brookes University, Knightstone Housing Association and Anthony Collins Solicitors.
Who can apply for direct support?
Local authorities, local public bodies, community groups (or consortia) and parish councils can be lead applicants for a Partnership Area application.
Partnerships wishing to apply for and access the direct support element of COMA must:
- Include more than one named organisation in their partnership area application
- Be based in England
- Demonstrate (or are on the road to demonstrating) a commitment to partnership working between the local community and local public bodies with the aim of greater community ownership and/or management of assets
- Demonstrate value for money including, where appropriate, through match funding from other sources including in-kind resources
- Nominate at least 1 representative to act as a ‘Champion’ in the locality supported, who will actively promote community ownership and management of assets and this partnership way of working. (Note: Champions will not receive payment but will be eligible for expenses).
