(2) Baseline Research and Documentation

With the participation of partner NGOs, baseline data pertinent to the project will be collected, collated and analysed as a primary intervention activity. Relevant data collection instruments will be designed and tested, and used for the collation and analysis of information and the preparation of a Baseline Report. The report will be used later to identify indicators and record project progress and achievement of results and referred during monitoring meetings. The baseline research will also complete a conflict analysis of the current situation within the beneficiary areas. This will address a number of issues, amongst others: the demobilisation and reintegration of soldiers, the ongoing constitutional/political reform, security issues, transitional justice and reconciliation.

Justification

This activity will help identify progress indicators to measure the impact of the project while conducting monitoring and evaluation. It will also provide information to undertake strategic planning aiming at equitable development within the scope of the proposed action.

Role of Partners

Proponent Organization: Proponent Organization will play an active role in designing the baseline survey (research design, questionnaire, data collection techniques etc) in consultation with partner NGOs, the EC office and external resource persons, if any. The training to carry out baseline research will also be conducted by Proponent Organization. The end result i.e. the baseline report will be developed and presented by Proponent Organization.

Partner NGOs: Partner NGOs will be involved in data collection and data analysis under this activity. They will receive training in collecting baseline information and processing it. The draft baseline report will have inputs from partner NGOs as well.
