The first part of the project will involve setting-up the project, recruitment of local and international staff and orientation of the project staff. Project set-up and recruitment will include announcing vacancies, reviewing of applications, conducting interviews and finalizing appointments.
Project orientation training sessions will be organized for project staff on various components of the project as well as on developmental issues such as gender, human rights, environment, conflict analysis, peace building, participation and decentralization as and when needed. The course of training will cover an orientation to the project, the EC guidelines and priorities, Proponent Organization policies and an introduction to the field area. The topics covered under the project management training will be participatory processes in community development, community mobilization, action research, documentation and report writing, operational and financial monitoring, results-based management, and sustainability. The Finance Team will undergo a separate training on financial systems and management. Proponent Organization will also have an official launch for the project, involving all stakeholders. This will facilitate a greater awareness of the project and its objectives within the districts where implementation is to take place.
Justification
The recruitment process is important to select the appropriate, experienced and qualified staff members for the better management of the project. Training of project staff helps gain a common understanding of efforts to be undertaken and exposure to the operational guidelines of the donor and the core principles under which the project has to be implemented. It also builds management skills among the project team and how they need to adopt participatory approaches to achieve best results. It will also help the project team in understanding how to integrate gender and environmental concerns in their work.
