The proposed action will adopt a combination of social and economic inputs to address the post-conflict problems. This includes provision of counselling and education services to the conflict-affected communities in addition to the implementation of the livelihood support activities. It also includes promotion of human rights, peace-building and building gender sensitivity among community leaders, especially men for sustaining awareness-levels.
The reason for adopting this method is: after the end of a conflict, the affected community is socially more traumatised than economically. They are women and girls who have been subjected to various forms of abuse. Even while settling back with newer livelihood options, the past memories may continue to torment them. So, social rehabilitation is necessary part of pre-livelihood support for conflict-affected communities.
(2) Community-led Participation and Ownership
The proposed action will aim at creating a strong understanding within the community about ownership and participatory planning. Community-focused activities under this project, including strategy designing, decision-making, annual planning etc will be carried out jointly with the community in the initial stages, until the community is able to carry forward these processes on their own. The action will have a withdrawal strategy drawn up at stage one and facilitate complete empowerment of the community till the end of the project period. The Community-based Review and Monitoring System proposed to be introduced in this action is an important element, demonstrating community participation and ownership.
The reason for adopting this method is to ensure that the concept of sustainability penetrates deep down within the community at the initial part of the project itself, so that there is enough time-gap for the beneficiaries to understand and work on it directly and also that they remain well-prepared for the withdrawal of support activities at the end of the project period. Joint planning and expected contribution from the beneficiaries will also help generate “feelings of ownership” within the community.
(3) Partnership and Synergy
The action will create strong partnerships between the communities, NGOs, local government institutions, Proponent Organization and the EC.
The reason for creating such partnerships is to build synergy and convergence and avoid duplication of efforts. The partnership will utilize the best available expertise among all stakeholders and will also sustain interest in provision of services to each other even after the end of the implementation of activities. So collaboration is critical for project success in all directions and also ensure development from all sides.
