(2) The proposed action will work for the benefit of conflict-affected communities such as women, girls and youths, who are returning back to their homeland or have remain settled under difficult circumstances during the conflict. This is in accordance to the guidelines set out in the VCP and assistance is proposed to be provided only to these communities, most affected by conflict.
(3) The priorities of the programme under VCP are sustainable livelihood development, strengthening of institutional capacity and social rehabilitation. All these are integral components of the project through which the benefits will be delivered to the target groups.
(4) The proposed action contributes to the objective of the Tenth Five Year Plan (2002/3-2008/9) under the National Planning Commission of Nepal for increasing the income-level of the weaker sections of the society. The Plan has identified rural women as a vulnerable group unable to benefit from the mainstream development processes. Thereby, the proposed action aims to build the capacities of women as primary beneficiaries, in line with the priorities of the government policies. Further, the Ministry of Peace and Reconstruction formed under the Government of Nepal has a priority mandate of implementing policies, strategies and programmes for the social and economic development of conflict-affected regions. The proposed action contributes towards this particular function of the government. Besides, the proposed action also supports the Local Development Ministry programmes to build local capacities of governmental, non-governmental and community-based institutions.
The action will hold dialogues with the Planning Commission, the Ministry of Peace and Reconstruction, the Local Development Ministry and also the Ministry of Women and Child Development and share information about the plan and progress of the implementation process throughout the duration of the project. During the implementation process, other NGOs will be consulted to avoid duplication and build synergy.
