The Eu-funded Eastern Partnership Terrirorial Cooperation (EaPTC) is currently accepting proposals from eligible organizations to strengthen territorial cooperation between Azerbaijan and Georgia.
The Eastern Partnership Territorial Cooperation Programme (EaPTC) aims to promote and strengthen cross-border cooperation between regional and local state authorities, communities and civil society organisations over developing joint solutions to common social and economic development challenges in the participating border regions.
The overall indicative amount made available under this Call for Proposals is € 1,350,000.
Thematic Areas
- Improving the living conditions of local communities in the border regions through joint projects supporting economic and social development.
- Addressing common challenges in the fields of environment, employment, public health and any other field of common interest having a cross border dimension.
- Enhancing social inclusion through measures in the areas of culture, education and sports.
- Develop links between youth of the bordering regions.
Size of Grants
Any grant requested under this Call for Proposals must fall between the minimum € 20,000 & maximum € 250,000.
Duration
The initial planned duration of an action may not be lower than 6 months nor exceed 18 months.
Location
- Azerbaijan: Ganja-Qazakh and Sheki-Zagatala economic zones
- Georgia: Kakheti and Kvemo-Kartli (mkhare)
Eligibility Criteria
In order to be eligible for a grant, the applicant and its co-applicant(s) must:
- be legal persons registered at least one year before the call is launched
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority of Azerbaijan and Georgia.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be established and located in the Republic of Azerbaijan or Georgia, and
- The lead applicant and at least one co-applicant of the other participating country be registered in the eligible regions.
- The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
