The European Commission through its instrument for the Socio Economic Development and Civil Society Support Programme is accepting proposals to improve the socio-economic conditions and rights of the poorest and those most in need of the population at local level.
The programme aims at improving the socio economic conditions of those most in need groups, in particular children exploited through child labour, girls who do not enjoy their rights to education, women-headed households and the poorest segments of the population located in upper rural Egypt and in the Greater Cairo Region.
Objectives
The Specific Objectives of Component 3 “Supporting civil society organizations in socio-economic development at local level” are:
- To improve socio-economic conditions in targeted areas through the participation of civil society organizations;
- To establish workable mechanisms needed for the effective participation of grassroots civil society organizations in local development;
- To build on the ongoing efforts to increase mutual trust between civil society, government and the private sector.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 1 Million to EUR 3 Million.
Priority Areas
Priority will be given to proposals that fulfill all of the following criteria:
- Grassroot-level impact: The projects must achieve tangible socio-economic improvements in communities most in need, and
- Participation: the micro-projects must be identified at local level in a participatory way, and
- Capacity-building: the micro-projects scheme must build, in a structured and measurable way, the capacities of the grassroots organizations.
Location
Actions must take place in Egypt, in the following governorates: Alexandria, Asyut, Behira, Beni Suef, Cairo, Dakhalia, Damietta, Gharbia, Giza, Kafr el-Sheikh, Mynia, Monufia, Qalyubia, Qena, Al Sharqia, Sohag, and Luxor.
Duration
The initial planned duration of an action must not be lower than 24 months nor exceed 32 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and
- Be non-profit-making and
- Be registered under Egyptian law8 or bilateral agreements between the organization and the
- Government of Egypt and
- Be a non-governmental organization and
- Be established in Egypt, in a Member State of the European Union or any state covered under the European Neighborhood Instrument as stipulated in the basic act/CIR and
- Be directly responsible for the preparation and management of the action with the co applicant(s) and affiliated entity (ies), not acting as an intermediary.
- The applicants may act with co-applicant(s) which must satisfy all the eligibility criteria as that of the applicants.
- The applicant and co-applicant may act with affiliated entities that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply

- Concept note
- Full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- The registration of this data in PADOR is obligatory for applicants, co-applicants and affiliated entities.
