Proposals are being invited Non State Actors and Local Authorities in Development In-country interventions programs under EuropeAid. The mission of this program is to strengthen the capacity of civil society organisation in Myanmar (Lot 1 NSA) and to enhance the participation of local authorities and association of local authorities in public policies and programmes (Lot 2 LA), as a precondition for a more equitable, open and democratic society.
Objectives of NSAs-
- to build the managerial, operational and technical capacities of Myanmar NSAs to plan and implement development projects
- to contribute to an enabling environment for NSA development in Myanmar and their capacities to work in partnership with other actors including LA
- to strengthen the capacity of Myanmar NSAs to increase their capacity to understand and assess government policies and theirs implications on the fight against poverty and inequality, and to contribute to reinforced accountability systems at local and national levels
Objectives of LAs–
- to strengthen institutional and operational capacities of Local Authorities (LA) in Myanmar, to enable them to enhance the quality of public policies at local level, to reinforce local governance, and citizens’ access to improved public services and better living conditions within their communities
- to strengthen the structure and the capacities of Associations of Local Authorities (ALA) in Myanmar, to reach a legitimate and effective coordination role and a concrete representation of the needs of local communities in institutional and policy dialogues
- to complement on-going decentralization process, where this is deemed relevant for capacity building of LA in partner countries
The overall indicative amount made available under this Call for Proposals is EUR 4 850 000. The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Eligibility & Criteria Of NSAs & LAs-
- be legal persons
- be non-profit-making
- be Non State Actors (NSA)
- be legally established in Myanmar or in any Member State of the European Union. NSAs must be officially registered in accordance with the legislation in force in their respective country
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
