Indonesia’s National Action Plan for GHG Emissions Reduction (RAN-GRK) which foresees that most of the reductions will come from activities in the agriculture, forestry and peat land sectors. The Climate Change Road Map, initiated by Bappenas in 2010, emphasizes that most emissions come from a small number of provinces with high carbon stocks in forests and peat lands and that response actions must be planned accordingly.
Indonesia achieved its climate change response objectives in the Land Use, Land Use Change and Forestry (LULUCF) sector through low carbon development planning and implementation, National Council on Climate Change, August 2010.
This is coherent with decentralization and the fact that many decisions having impact on land and natural resources management are made or influenced by local authorities. Several provincial governments have been active in developing low carbon development plans or actions over the past years. This refers in particular to provinces with high stocks of ecosystem carbon such as Central Kalimantan, which was selected for province wide REDD+ pilot work in the context of the
Building on this momentum, the EU has allocated funds to support relevant initiatives in Aceh and Papua and promote the contribution of these provinces to the emerging national REDD+ framework.
The recent adoption of the RAN GRK and the invitation sent to all governors to develop local action plans for GHG Emissions Reduction (RAD-GRK) provide further opportunities for implementing local level actions in the context of Indonesia’s national.
