The goal of the authorities in Montenegro is full integration into the European Union. Public opinion is in support of the EU integration process but their knowledge about this issue is very limited. There is often a superficial and simplistic understanding among the general public in Montenegro of the Stabilisation and Association process itself and what the long-term process of approximation to the EU entails.
The global objective of this Call for Proposals is to ensure the acceptability and legitimacy of the EU policies in Montenegrin society.
The specific objective of this Call for Proposals is to improve knowledge and understanding of Montenegrins about the EU through a regular television programmes which would provide accurate information on the EU integration process. A TV programme with national coverage needs to present objective pieces of information on integration into the EU, its benefits and challenges, as well as concrete progress Montenegro made towards the EU. Also, it has to contribute to raising citizen’s awareness of the importance of EU external assistance in Montenegro.
These aims are to be met by avoiding any activities or broadcasting any messages which could be misconstrued as “propaganda”.
Private production companies may apply under the condition that operations and activities are non-profit and eligible expenditures are on a net cost basis.
Eligibility-
- be legal persons and
- be the following type of economic operators :
- TV stations with national coverage in the territory of Montenegro;
- A media production company which has an agreement with a TV station with national coverage in the territory of Montenegro; and
- Any other type of company which has an agreement with a TV station with national coverage in the territory of Montenegro for the provision or creation of TV shows;
- be registered as economic operator in Montenegro; and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
