The European Commission with European Instrument for Democracy and Human Rights (EIDHR) is seeking proposals from non-profit/civil society organizations for its Country-Based Support Scheme (CBSS) to promote respect for democracy, the rule of law and human rights in Kyrgyz Republic. The global objective of this Call for Proposals is assistance to the development and consolidation of democracy and the rule of law and of respect for all human rights and fundamental freedoms. Eligible organizations can first submit the concept notes.
Selected organization will be allocated two grant contracts of up to EUR 800,000 and EUR 850,000 respectively for both priority areas (lots) mentioned below.
Priority Areas
- LOT 1: Prevention of torture, ill-treatment and other cruel, inhuman and degrading treatment or punishment
- LOT 2: Promotion of fundamental freedoms and fight against discrimination
Location: Actions must take place in Kyrgyzstan.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Size of grants
Grants requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- Lot 1– EUR 400,000 to EUR 800,000
- Lot 2– EUR 450,000 to EUR 850,000
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person; and
- be non-profit-making; and
- be civil society organisations, including non-governmental non-profit organisations and
- independent political foundations, community-based organisations and private-sector nonprofit
- agencies, institutions and organisations and networks thereof at local, national, regional and international level; and
- be directly responsible for the preparation and management of the action with the coapplicant(s)
- and affiliated entity(ies), not acting as an intermediary and
- be registered for at least 2 years according to the relevant national law at the moment of submission deadline for concept note; and
- have solely implemented or, in case of partnerships, coordinated (as a leading beneficiary) projects with an aggregate value of at least EUR 300,000 (Lot 1) or at least EUR 300,000 (Lot 2) respectively.
- If the applicant’s head office is registered outside Kyrgyzstan, it must act with at least one co-applicant with head office in Kyrgyzstan.
- Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant himself. The following are however also eligible as a co-applicant:
- registered for at least 1 year according to the relevant national law at the moment of submission deadline for concept note; and/or
- international (inter-governmental) organisations3; and/or
- not meeting (all) criteria for experience as required for the applicant above.
- The applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
