The delegation of the European Union to the Republic of Somalia is currently accepting proposals from eligible organisations around the globe for strengthening Civil Society Organisations and Local Authorities in Somalia under its thematic programme- the European Instrument for Democracy and Human Rights (EIDHR) – Country Based Support Scheme.
The overall indicative amount available under this Call for Proposals is € 8,000,000.
Lots
This call for proposals concerns these two instruments which are presented as two different lots below:
- Lot 1 – Civil Society Organisations (CSOs) in development-
- Advance inclusive political dialogue to clarify and settle relations between the federal government and existing and emerging administrations and initiate processes of social reconciliation to restore trust between communities.
- Civil society engagement in finalizing a Federal Constitution.
- Civil society engagement in preparing for and holding credible elections by 2016.
- Civil Society’s engagement in policy and budget development and implementation: improved demand on accountability.
- Lot 2 – Democracy and Human Rights
- Strengthening the capacity and accountability of state security institutions to provide basic safety and security, thus contributing to the rebuilding of the social contract in Somalia.
- Grievances and injustices are addressed and more Somalis have access to fair and affordable justice.
Indicative allocation of funds by lot:
- Lot 1 – Civil Society Organisations (CSOs) in development: € 5,000,000
- Lot 2 – Democracy and Human Rights (EIDHR): € 3,000,000
Duration
- Lot 1: Civil Society Organisations (CSOs) in development: The duration of an action may not be lower than 24 months nor exceed 48 months.
- Lot 2: Democracy and Human Rights: The duration of an action may not be lower than 24 months nor exceed 36 months.
Location
Actions must take place in Somalia.
Size of grants
Any grant requested under this Call for Proposals must fall between:
- Lot 1- EUR 600,000 to EUR 800,000
- Lot 2- EUR 600,000 to EUR 800,000
Eligibility Criteria
For Lot 1 (Civil Society Organisations (CSOs) in development)
- In order to be eligible for a grant, the applicant must:
- be a legal person (i.e. having a distinct legal status) and
- be non-profit-making and
- be a civil society organisation
- which can include: non governmental organisations, organisations representing indigenous peoples, organisations representing national and/or ethnic minorities, diaspora organisations, migrants’ organisations in partner countries, local traders’ associations and citizens’ groups, cooperatives, employers associations and trade unions (social partners), organisations representing economic and social interests, organisations fighting corruption and fraud and promoting good governance, civil rights organisations and organisations combating discrimination, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women’s and youth organisations, environmental, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non governmental associations and independent foundations, including independent political foundations, likely to contribute to the implementation of the objectives of this Regulation and
- be effectively established in a Member State of the European Union or other eligible countries as stipulated in the basic act (DCI) and
- A CSO from a Member State of the European Union must be able to demonstrate that it has regularly carried out activities in the field targeted by this Lot at least three years at the time of the submission of an application. For a CSO from a developing/partner country this requirement is limited to two years and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
For Lot 2 (Democracy and Human Rights)
- In order to be eligible for a grant, the applicant must:
- be a legal person (i.e. having a distinct legal status) and
- be non-profit making and
- belong to one of the following categories: civil society organisations, including non-governmental nonprofit organisations and independent political foundations, community-based organisations and private-sector nonprofit agencies, institutions and organisations and networks thereof at local, national, regional and international level;
Please note: No nationality restrictions apply to applicants, co-applicants and, if any, affiliated entities.
For Co-applicants
- The applicant may act individually or with co-applicant(s). Eligible applicants having the nationality of a country other than Somalia must act together with at least one Somali partner organisation as co-applicant. This is applicable only for LOT 2.
- Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant himself. For both lots, international organisations are not eligible as applicants or co-applicants.
For Affiliated Entities
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
