The European Commission is seeking proposals to promote justice and better detention conditions in Iraq.
The call will support actions aimed at promoting the legal rights of all parts of the Iraqi society and support the constitutional rights of all its citizens. It is willing to improve the service delivery of judicial institutions in Iraq through support of access to justice and improved prison conditions.
Objectives
- To improve the functioning of the national legal aid scheme
- To enhance access to justice for vulnerable groups
- To improve detention conditions
Size of Grants
Any grant requested under this call for proposals must fall between EUR 1 475 000 and EUR 2 950 000.
Location
Actions must take place in Iraq.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation and
- be established in a Member State of the European Union or in Iraq and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- have a previous experience in Iraq.
- Applicant must act with its co-applicant which must satisfy the eligibility criteria as that of the applicants’.
- Applicants and co-applicants must act with affiliated entities that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
