Call for Papers are invited by The Delegation of the European Union to Albania and The European Union Office in Kosovo for Cross-Border Cooperation Programme Albania – Kosovo, 2010-2013.
- The global objective of the Programme is to foster sustainable development in the cross-border region.
- The specific objectives of the Programme are:
- Promote and stimulate the socio-economic development of the programming area through the valorisation of its economic potential;
- Support joint initiatives and actions aimed at protecting, promoting and managing traditions and cultural and natural resources and at encouraging sustainable environmental development;
- Encourage co-operation among local communities and citizens’, and foster networking and partnership building across the border;
- Strengthen capacities of national and joint structures to manage cross-border programmes;
- Increase awareness on IPA CBC funding opportunities;
- Strengthen capacities of potential applicants to prepare and implement projects.
Eligibility-
- belong to one of the following categories:
- Local government administrations (Regions, Districts, Municipalities and Communes);
- Professional associations;
- Chambers of Commerce and other business support organisations;
- Non-profit national and local institutions/agencies;
- Public organisations at national and local level;
- Local labour offices;
- Universities, schools, educational and research institutions;
- Vocational training centres;
- National parks;
- Cultural and sport associations;
- NGOs;
- be legal persons, and
- be non-profit making, with the exception of private bodies supporting the labour force and private educational and / or research institutions, and
- be nationals of Albania, Kosovo, a Member State of the European Union, other IPA beneficiary country,
- a country that is a beneficiary of the European Neighbourhood and Partnership Instrument (ENPI), or a
- Member State of the European Economic Area, with the exception of the international (intergovernmental) organisations, and
- the lead applicant be registered or accredited in Albania when applying for the allocation assigned to Albania and be registered or accredited in Kosovo when applying for the allocation assigned to Kosovo;
- the lead applicant must also have been operational for at least 12 (twelve) months before the deadline for submission of this Call for Proposals; and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
