The European Union (EU) has a long-standing relationship and cooperation with non-governmental and other civil society organizations as well as with local and decentralized authorities in the field of development. In 1976, the NGO Co-financing thematic programme was set up to enable the EU to support actions proposed by European NGOs specialized in development co-operation, as part of its own development cooperation policy. These actions were intended to make a direct and lasting contribution to improving the living conditions and development prospects of disadvantaged and marginalized people in developing countries. In 1992 a new thematic programme for Decentralized Cooperation was added for the cooperation with non-state actors and decentralized authorities (in the area of development).
The global objective of this Call for Proposals is to is to support operations aiming at promoting an inclusive and empowered society in Lao PDR and to facilitate Lao and International Non-State Actors and Local Authorities’ contribution to poverty alleviation and achievement of the MDGs in Lao PDR.
