This intervention is in line with the 2008-2013 Joint Strategy Programme for Somalia (JSP), which draws on a number of general policies concerning development in fragile states including the EU-ACP Partnership Agreement, the European Consensus on Development, the EU Strategy for Africa, the OECD/DAC Guidelines for International Engagement in Fragile States, as well as the Somalia-specific United Nations Reconstruction and Development Programme (RDP) that resulted from a broadly consultative process including Somali institutions and civil society and therefore is widely assumed to represent the country’s needs and priorities.
The global objective of this Call for Proposals is-
- To promote private-sector-led economic development and expand employment in the productive sector through rehabilitation and development of essential public infrastructure for improved service delivery.
The specific objectives of this Call for Proposals are-
- To establish suitable service delivery frameworks in urban and peri-urban areas for water supply, based on lessons learned from past / ongoing projects in urban water supply in Somalia;
- To build capacity in both the public and private sectors to improve levels of basic service delivery in water supply;
- To expand and extend the urban distribution network considering the need to improve efficiency and increase revenue on the one hand and reach vulnerable communities / households on the other;
- To upgrade key departments of the Hargeisa Group Hospital and improve facility management capabilities and financial sustainability.
Eligibility –

- be non-governmental organisations, international organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation and
Be established in :
- a Member State of the European Union
- another European Economic Area (EEA) Member State (Iceland, Liechtenstein, Norway) or
- an official EU candidate country (Croatia, Iceland, Montenegro, Turkey, the Former Yugoslav Republic of Macedonia)
- one of the ACP countries
- OECD/Development Assistance Committee (DAC) members
- Least Developed Countries (LDCs) as defined by the United Nations (except Somalia) .
