European Union: Promoting Youth Participation towards Democracy, Human Rights and Social Justice in Lebanon

European Union is seeking proposals from organisations to promote youth development goals as set in the Youth Policy in Lebanon.

EU support to civil society organisations will be channelled through the EU funded “Promotion of Social Justice” Programme which aims at promoting democracy, human rights and social justice in Lebanon.  This programme foresees promoting youth participation in planning and decision making in order to promote social cohesion in Lebanon economic, social, civil, and political life.

Objectives

  • To facilitate the cooperation of national agencies, competent authorities and CSOs in charge of drugs problem in Lebanon as well as to strengthen their capacities and encourage the process of elaborating a national drug strategy.
  • To enhance and improve drug prevention, treatment, and rehabilitation services to reduce drug use among youth in Lebanon.

Duration

The initial planned duration of an action may not be lower than 24 months nor exceed 30 months.

  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation such as Civil Society Organisation (non-governmental organisation, public sector operator, local authority), international (inter-governmental) organisation.
    • be an in-country CSO, with Headquarters in Lebanon and officially registered with the Lebanese competent authorities or be an EU Member State CSO, or be a CSO established in an ENI country officially registered according to the relevant legislation in force in that country. These obligations do not apply to international organisations.
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
  • The lead applicant must act with co-applicant(s) as specified hereafter. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies) that include:
    • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
    • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
    • Entities under the same direct or indirect control as the applicant (sister companies).

How to Apply

  • The application procedure consists of two phases:
    • concept notes
    • full application
  • In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
