All proposals should be accompanied with a monitoring and evaluation plan of the proposed projects. Donor agencies may have their own monitoring and evaluation systems but they still want NGOs to come up with their own plan on it. Such a plan proves to be very useful because you can keep a close and independent watch on the progress of the project and whether it is moving in the right direction or not.
Usually, the monitoring has to be done regularly at short-time intervals like monthly or quarterly. Mostly monitoring is carried out by the internal team and monthly project reports from field staff can be a good source to review and see the results achieved so far. A quarterly monitoring can involve the higher staff like the Project Director or the Management Board of the organization. A semi-annual review or evaluation can have external consultants, donors and even community members to see the progress of the project. If any changes need to be made in the execution of the project, this can be approved in such review meetings. At the end of the project, an independent evaluation always helps in seeing how much the project has achieved.
