The Common Fund for Commodities (CFC) invites proposals from consultants or consulting firms to conduct End-of-Project evaluation of CFC project that will complete on March 2015. The Integration of small scale farmers into the market economy through soybean value chains in Malawi and Mozambique project was implemented by the International Institute of Tropical Agriculture (IITA) from 2011. The project purposed to increase soybean productivity and facilitate the sustainable development and commercialization of the soybean sub-sectors to significantly improve the livelihoods of stakeholders, in particular small-scale farmers and processors.
The main objective of the evaluation is to make an overall assessment of the effectiveness and efficiency with which the project is being implemented and to provide a technical assessment of the results obtained so far and its relevance. The evaluation shall specifically focus on the likelihood of achieving a substantive development impact and effective introduction of mechanisms that lead to the sustainability of soybean production and processing, benefitting farm households and processors.
Interested consultants/consulting firms with relevant past experience can submit proposals with maximum budget US$20,000 including travel. The grant recipient will visit the project locations. Field program should begin in Mozambique and end in Malawi. Maximum 18 days field visit is expected including travel days. The consultant/firm will submit evaluation report in English within two weeks after completion of the mission.
Eligibility Criteria
- Applicants should have knowledge of agricultural supply chains, preferably based on local experience in the project countries (Mozambique and Malawi).
- Applicants must have a solid agronomic background with practical experience in the field of smallholder production practices.
- Applicants must have capacity to understand local relations involving lead parties in the supply chain and those involved in the harvest and post-harvest stages.
- Applicants must have overall broad knowledge and assessment perspective, to understand the project and its activities/objectives in an overall environment of other, related, initiatives and field activities aiming to develop the sustainable improvement of the living cum income earning capacities of smallholders and medium-scale processors.
- Applicants must be fluent in English and Portuguese languages.
