The United States Agency for International Development (USAID)/Cambodia is seeking applications to implement a four (4) year activity entitled Cambodia Democratic Reforms program in Cambodia. Applicants are invited to present innovative and feasible strategies for achieving the goals and objectives of the Cambodia Democratic Reforms program
Award Information
Subject to the availability of funds, USAID intends to provide approximately $8,500,000 in total USAID funding for the life of the activity. USAID intends to award one (01) Cooperative Agreement as a result of this RFA. The estimated period of performance for the resultant Cooperative Agreement is four years with an anticipated start date o/a October 2015.
Objectives
- To improve Accountability and Responsiveness of the Government on Policy Implementation and Electoral Reform.
- To increase Political Awareness and Participation in Electoral and Political Processes.
- To increase Political Party Effectiveness.
The program places particular emphasis on strengthening democratic systems and increasing the participation and leadership of women and youth in electoral and political processes.
Eligibility Information
- USAID encourages applications from potential new partners; all potential applicants are eligible.
- An organization that meets the definition of Private Voluntary Organization (PVO) must register with USAID to compete for grants and other types of funding.
- USAID will not accept applications from individuals. All applications must be legally recognized organizational entities under applicable law and authorized to operate in Cambodia.
- Certain types of NGOs do not need to register as a PVO, including universities/Colleges, local indigenous NGOs, sub-awardees/grantees, private foundations, hospitals, exclusively religious institutions, and organizations applying for awards from the Office of U.S. Foreign Disaster Assistance.

Applications and modifications thereof must be submitted in two separate volumes electronically via email: (a) technical and (b) cost applications.

- For cost application – “Cost application under RFA-442-15-000003, submitted by: [name of Applicant organization].”
