A document presenting a critical overview of various monitoring and evaluating strategies was published by the Association for Women’s Rights in Development (AWID), in December 2010. The document is authored by Srilatha Batliwala and Alexandra Pittman. The document critically analyses various M& E techniques used worldwide, aiming to help women’s rights organizations and activists reflect on their own monitoring and evaluating methods.
The document is broadly divided into two sections. Part 1 presents an overall critique of various monitoring and evaluation approaches utilized by various women’s rights organizations. It highlights the need for monitoring and evaluation, specifically showcasing the wrong or ineffective M&E approaches used by organizations. This section articulates some principles for feminist assessment, and shows how to develop an effective M&E system.
Part 2 of the document analyses various monitoring and evaluation tools, discussing their merits and demerits. It shows how these tools are effective in assessing women’s rights work, and where they fall short. Some of these tools include the Logical Framework Approach, Results Based Management Approach and Theory of Change Approach.
The document is a comprehensive collection of various M& E approaches used worldwide, and can prove to be quite beneficial for various women’s rights organizations and individuals, as it would help them critically analyze the M& E tools used by them, which would further enable them to develop better and more effective M&E modules.
