The Public Affairs Section (PAS) of the U.S. embassy in Kabul, Afghanistan is pleased to invites submission of proposals to operate the two previously established English Language Resource Centers in Herat, Afghanistan for a period of two years. During the two-year period, the center should host a variety of English, computer, and methodology classes for Herat teachers and university students studying with English or English education faculties in Herat. The centers should host a variety of conversation classes for men and women. Over the two year grant period, the centers should transition from being operated by a private organization to being operated by the Government of Afghanistan.
The U.S. government currently funds two English Resource Centers for English Language Teachers and Students of the Herat University English and English Education faculties. During the past two years, courses on teaching methodology, English conversation, and various computer courses have been conducted at these centers.
Award– The award ceiling is set at $150,000.
Eligibility-
- Eligibility is open to all Afghan organizations or companies with direct experience in teaching methodology, teaching English and computer courses, or operating a cultural or training center in Afghanistan, and a proven track record of success implementing projects in Afghanistan
- Applicants are not required to include funding from other donors. However, applications that include additional in-kind and/or cash contributions from non-U.S. Government sources will be more competitive, since cost-sharing demonstrates a strong commitment to the planned activities and will be considered to show greater cost effectiveness.

- Be registered in the System for Award Management SAM located at website prior to submitting an application or plan
- Maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by an agency.
