Following are the eligibility criteria for lead organization as well as the co-applicant to apply for EU Funding for media and access to justice actions in Zambia:
Eligibility Criteria
- Actions must take place in Zambia without geographical restriction. The proposal will have to provide justification for the choice of the specific project sites.
- Applicant must be a legal person; non-profit making non-state actor (NSA) established in a member state of the European Union or any other eligible countries.
- For Zambian NSAs registration under one of the following acts must be demonstrated: Societies Act, Companies Act, Perpetual Succession Act or NGO Act.
- Applicant must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Applicant must be officially registered, in accordance to the legislation in force in their respective country during the last two years for non-state actors from a member state of the European Union, candidate country, EEA Member State or OECD/DAC Members and one year for Non-State Actors from Zambia or other ACP countries/least developed countries.
- Applicants must have a constitution Articles of Association or Trust Deed and a functional Board of Directors or Trustees.
- Applicants must have a bank account operated by more than one signatory.
- International (inter-governmental) organizations as defined by the EU Financial regulations are not eligible to apply.
- For actions presented by non-Zambian applicants, a partnership with minimum one local Zambian actor is mandatory; projects shall respond to an initiative emanating from the local partner in Zambia and ensure their involvement during all the stages of the action implementation.
- Co-applicant(s) participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the applicant. They must satisfy the eligibility criteria as applicable to the applicant.
Application Procedure
Submit Concept Note together with its relating Checklist and Declaration by the applicant – One original and 4 copies in each bound. Also submit an electronic version – send a CD-Rom with Concept Note along with the paper version in a sealed envelop. The outer envelop must bear the reference number and title of the call for proposal together with lot number and title, full name and address of the applicant, and a line ‘Not to be opened before the opening session’.
Selections will be made and the short listed applicants will be invited to submit full proposal.
