A guide entitled ‘Integration of the human-rights-based approach into development policies: A guide for the new EU Member States’ has been published by Minority Rights Group International. The guide was commissioned by MRG Europe, as a part of the EC-funded project ‘From Needs to Rights: Promoting More Effective Development Policies in Europe.’ The primary purpose of the guide is to instruct the new EU member states on how to apply human-rights-based approach (HRBA) in the development policies and programs.
Prior to publishing this guide, Minority Rights Group (MRG) had also published Europe’s policy paper, ‘The Human Rights-based Approach: A More Effective Framework for International Development Policies in New EU Member States,’ to analyze how the human rights-based approach (HRBA) could be relevant for New EU Member States. The present guide is a follow-up of the previous policy paper.
The guide aims to provide general guidelines and instructions on development planning and implementation of the HRBA. These guidelines can be used for almost any development plan in any field, including infrastructure development, social development, etc. Though the guide is relevant to all the new EU Member States, it specifically focuses on Hungary, Poland and Cyprus, which hold the Presidency of the Council of the European Union during 2011 and 2012.
The guide can prove to be relevant and beneficial to policy makers, government officials, and ministries, along with NGOs that are involved in active humanitarian work in the new EU Member States, especially Hungary, Poland and Cyprus.
