The World Health Organization (WHO) Geneva- Alliance for Health Policy and Systems Research is accepting proposals for the development of a document/background paper to analyze funding for HPSR (Health Policy and Systems Research) over the period 2009-2014. The report will be released in 2015.
The Alliance for Health Policy and Systems Research aims to promote the generation and use of health policy and systems research (HPSR) as a means to improve health systems in low-and middle-income countries (LMICs).

Funding organizations to be examined
- Public funders including multilateral and bilateral agencies and medical research councils
- Private organizations and foundations
- Public-private partnerships including major HPSR funders in large LMICs/emerging economies
The analysis is expected to
- Identify major funders of HPSR, including those from major LMICs and emerging economics.
- Provide quantitative data on HPSR funding from major funders over the period 2009-2014.
- Provide information on funding mechanisms for HPSR adopted by major funders including policies on the provision of core funds, the use of priority setting mechanisms, and coordination with other funders at the country level.
Eligibility Criteria
- Applicants must demonstrate relevant work experience related to examining funding patterns for research or health policy and systems research (desirable) relevant to LMICs.
- Applicants with knowledge of funding institutions or organizations working in this area or conducting previous work that is closely relevant to this work are given priority.
- Applicants must have publication record relevant to this work that can be readily accessible or attached. Peer-reviewed publications are highly encouraged.
- Two or more entities may form a consortium and submit a joint proposal offering to jointly undertake the work. One project leader or lead organization must be identified while applying.
