The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that:
- Promote sustainable peace processes in Libya through the incorporation of civil society in both local and national dialogue processes by-
- Promoting basic organizational development among Libya’s civil society sector, particularly non-governmental organizations, to include mission development, strategic planning, and adoption of and adherence to robust human resources, financial, and security policies, including digital security.
- Building civil society’s mediation, conflict-resolution, advocacy, and organizational skills.
- Strengthening the ability of civil society and activists to coalesce and advocate effectively for their shared interests, both by building alliances and networks between activists/organizations supportive of the peace process where possible, and with local councils, community leaders, government officials, and the international community.
- Enable the rights-respecting security sector in Libya by preparing civil society to engage in future local and national security sector reform efforts by-
- Engaging with civil society and Libyan communities to identify needs, concerns, and recommended methods for reform as it relates to Libya’s security sector.
- Strengthening civil society’s ability to engage on security sector reform, including training on informed and constructive engagement with security actors, and oversight and accountability mechanisms.
- Training on documentation of treatment during detention, and torture and gender-based violence prevention measures for detention facilities.
- Engagement with local councils, community leaders, and detention facilities to advocate for access to information about detainees, fair treatment, and due process.
Grant Information
DRL anticipates having approximately $850,000 available to support up to two successful applications submitted in response to this NOFO, subject to the availability of funding.
Eligibility Criteria
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/non-government organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
